Jay Schenck is a senior technical specialist with the Pennsylvania Technical Assistance Program (PennTAP). He has held this position since March 1992, when he opened PennTAP's northwestern regional office at Penn State Erie, the Behrend College.

Previously, Jay was a research associate with the Plastics Technical Center at Penn State Erie, where he also coordinated the Center's Ben Franklin Challenge Grant partnerships.

He has more than thirty-five years of experience in manufacturing-based activities, including industry experience in consulting engineering, sales engineering management, materials, industrial engineering, process engineering, and shop management.

Jay earned his bachelor's degree in industrial engineering from Iowa State University and has completed the Manufacturing Management Program of the General Electric Company. He has also completed the engineering requirements of the plastics engineering technology degree program at the Behrend College. His professional memberships include the Society of Plastics Engineers and the Institute of Industrial Engineers.
